CANBERRA, April 29 AAP - As Julia Gillard and other official guests at the royal wedding
enjoyed a lavish feast, her treasurer was back home cooking up meagre morsels for lesser
mortals.
The "wedding of the century", as it has been billed, is soon to be followed by a more
austere affair - the federal budget.
May 10 is a crucial date for the government.
The opposition has largely been successful in portraying the government as uncaring
about cost-of-living pressures, and poised to impose even greater burdens including the
flood levy and carbon tax.
Tony Abbott has spent two months touring the nation, election-style, drumming up a
"people's revolt" over the carbon tax and other imposts on their hip-pockets.
The federal budget presents a key opportunity for Labor to turn this around but with
just over a week until the document is released, it is looking unlikely.
The coalition remains in an election-winning lead in the polls and a recent survey
has shed light on why.
An Essential Media report showed Labor's main attributes were "will promise anything
to win votes" (63 per cent), "divided" (66 per cent) and "out of touch with ordinary people"
(61 per cent).
These attributes have significantly worsened since Gillard took over from Kevin Rudd
as prime minister.
But all is not rosy for the Liberals.
The same survey put the conservative party's main attributes as "will promise anything
to win votes" (65 per cent) and "too close to the big corporate and financial interest"
(60 per cent).
The treasurer and prime minister have been pitching the budget as delivering "tough"
cuts to spending necessary to ease pressure on inflation and secure a budget surplus,
overhauling welfare payments to get more people off the dole and into work and providing
vital services and infrastructure.
Their focus is not so much on it being a vote-buying budget - being less than a year
since the election - but putting in place the right settings for an economy on the cusp
of another mining boom and rebuilding from the summer natural disasters, with a serious
skills shortage and an astoundingly high dollar.
It is expected the government will introduce new caps, eligibility rules and thresholds
for payments to make savings from the $130 billion it spends on welfare and health schemes.
Welfare groups met this week in Canberra to send a message to the government that the
poor deserve a better deal and putting the boot in may only worsen their situation.
But employers are on side with the government, saying there are jobs to be had and
properly targeted training and counselling programs could get people off the dole queues
quicker and into work.
The success of another part of the budget, the recovery from the summer of natural
disasters, could pay dividends for Labor, while also being important for the economy.
Being a former Queensland ALP campaign director, and with Premier Anna Bligh facing
an election within 12 months, Swan knows how important it is to get this right.
Over the Easter break when he was acting prime minister, Swan set up his office in
the north Queensland tourist capital of Cairns which was hit by Cyclone Yasi.
He says it gave him the opportunity to not only read Treasury briefing papers on his
iPad as he took a boat trip to the reef, but talk to locals.
"The tourism industry up there has had a very tough time of it lately with the cyclone,
coming on top of the impacts of the high Australian dollar and cautious domestic consumers,"
he told AAP.
"And at the same time you've got booming mining towns not far away.
"Each budget I've delivered has been in quite different circumstances, and Cairns was
a really appropriate setting for the final stages of this budget's preparation."
While shoring up confidence in Labor in a state held by the party for the best part
of two decades will be important, the government will need to do more to secure the long-term
trust of the nation.
As governments before it have seen, voters are fair weather friends and are not wedded
to particular parties.

Liberal frontbencher CHRISTOPHER PYNE has rejected suggestions the coalition interfered
in the police investigation into Labor MP CRAIG THOMSON, saying they're defamatory.
Opposition justice spokesman GEORGE BRANDIS phoned the New South Wales police minister
four days before the police began an investigation into misuse of Mr THOMSON'S union credit
card.
The government suspects political interference in the case, with Labor minister TANYA
PLIBERSEK labelling the phone call completely improper.
But Mr PYNE told the ABC last night the allegations are a smokescreen, given the police
inquiry had yet to start when the call was made.

NT:Rider dies in crash with bus
DARWIN, Aug 31 AAP - A motorcyclist has died in a collision with a bus in suburban Darwin.
The vehicles collided at Farrar, near Palmerston, about 4.30pm (CST) on Tuesday, police said.
St John Ambulance crews attended but the rider died soon after.
The death brings the Northern Territory's annual road toll to 34, 16 more than at the
same time last year.

Outside court, the victim's son Ron Noonan said when he saw Hodge in the dock he wanted
to "rip his heart out".
"Hodge is a serial offender who has killed two people," he told reporters.
"His weapon was a prime mover, now he is in prison.
"Hopefully the victims of the 1994 killing have been given some closure also."
Mr Noonan urged others to slow down on the road.
"Just be careful because to go through the loss of a family member is just devastating
and it wipes out an entire family," he said.
"(It's been) four years of gut wrenching trauma and it's something I think of every day."

BRISBANE, Aug 1 AAP - A man died on Sunday when his car collided with a tree in Beaudesert,
about 65km south of Brisbane.
The 43-year-old was travelling south along Brisbane St about 2.15am AEST when the accident
happened.
Initial investigations indicate speed was a contributing factor.
Queensland's road toll now stands at 217 in 2009.
Two men were killed in Weipa on Saturday after their four-wheel drive lost control
and rolled on a dirt road, bursting into flames.

Qld: New laws to hit some in the hip pocket

BRISBANE, Dec 30 AAP - Queensland drivers caught speeding, not wearing a seatbelt or
using a mobile phone will be hit harder under new laws from January 1.
The state government has bumped up the basic penalty unit from $75 to $100, bringing
Queensland into line with other states.
Fines for a range driving, parking and smoking offences also will rise.
Drivers caught using a mobile phone now cop a $225 fine, but that will increase to
$300 plus three demerit points for a first offence.
Around $70 million in revenue from the new regime will be funnelled to major road safety
campaigns, and increasing compensation for victims of crime under the new victims' financial
assistance scheme.
January 1 will also see a raft of new policies to better protect householders from
noise and air pollution.
The new Environmental Protection Policies (EPPs) will help guide government agencies,
such as the Environmental Protection Agency (EPA) and local councils, manage air quality
and noise standards.
Councils will be largely responsible for air and noise complaints, but will have greater
flexibility in dealing with them.
There will also be changes affecting the building industry.
The government will enforce tighter controls over the labelling of rainwater tanks
that supply water to plumbing fixtures, to ensure they are clearly identified.
A new code for maintaining fire safety installations will be introduced, specifying
the maintenance records required.
In tax changes from January 1, home transfer and home mortgage duty concessions will
not be lost if the home is being disposed of due to an event such as a natural disaster,
death or incapacity.

NSW: Greens call on major parties to refuse donations
The NSW Greens have called on the major parties to commit to refusing donations from
corporations .. and ban them from contributing to party fundraising events.
NSW Greens MP LEE RHIANNON says the call follows a damning indictment of the relationship
between political donors and the major parties on the ABC's Four Corners program last
night.
She says the scandals involving developers and hotel companies in last night's program
will continue as long as the Labor and Liberal parties accept these donations.
Ms RHIANNON SAYS Both Premier MORRIS IEMMA and Opposition Leader BARRY O'FARRELL say
they support a ban on donations .. but both have plans for fundraisers in coming weeks.
But acting opposition leader ANDREW STONER has told Fairfax Radio they're forced to
accept donations from developers and corporations to compete with the Labor party's election
campaigns.
He says the opposition got blasted out of last year's state election by a 16 million
dollar advertising campaign by Labor.

Qld: Police seek hit-and-run driver
BRISBANE, April 27 AAP - The man who drove a car which critically injured a woman on
the Gold Coast is being sought by police.
A 26-year-old woman walked into the path of a vehicle on Young Street at Southport
about 5.30pm (AEST) yesterday, police said.
She is now in a critical condition in the intensive care unit of the Gold Coast Hospital.
The driver initially stopped, but left before police were notified of the incident.
The car would have sustained damage to the windscreen in the accident, police said.

Vic: Emergency services urge drivers to take a break
Victoria's emergency services are urging drivers to take a break during long journeys
this Easter.
The Transport Accident Commission and the State Emergency Service have launched this
year's Driver Reviver program in Melbourne.
They say they're concerned by the results of a survey .. showing a quarter of drivers
are ignoring the road safety message.
The survey by insurer AAMI also shows 28 per cent of drivers say they've momentarily
fallen asleep behind the wheel.
Last Easter .. eight people were killed on Victorian roads and 106 were seriously injured
in road crashes.

Qld: State IR legislation to be fast-tracked
Legislation aimed at protecting Queensland workers' rights from the federal government's
proposed industrial relations reforms will be passed today.
The move in the Queensland parliament follows a vote to fast-track the bill.
Legislation normally has to wait 14 days before it is debated.
But the motion passed in parliament this morning means it will now be debated and voted
on before parliament rises tonight.
The Opposition and the Liberal Party both voted against the motion, but the state's
Labor government used its 19-seat majority to ensure it was passed.
Under the proposed legislation, the Labor government aims to protect entitlements such
as annual leave, sick leave, parental leave, public holidays, long service leave, and
penalty rates from the federal government's proposed reforms.

South Africa skipper Graeme Smith is confident that a little inside information will go a long way when the first Test against Australia gets started in Perth today. The Proteas were put to the sword last time they were Down Under back in 2005-6. On that occasion Smith's pre-series aggression came back to haunt him on the pitch, with spinner Shane Warne tormentor-in-chief. But this time opening bat Smith believes Warne has actually turned the tables and put the Aussies under a bit of pressure - by dishing the dirt on some of the home batsmen. Smith played Twenty20 cricket in India with Warne for Rajasthan Royals. And he explained: "I was asking him about Matthew Hayden and Ricky Ponting and he told me how he would try to get them out if he was captain. "I just hope I still remember his advice. He has an incredible cricket brain which I was able to pick over the course of five or six weeks." While South Africa have never won a Test series in Australia, Smith is confident his side have come on leaps and bounds. The attack featuring Dale Steyn and Morne Morkel impressed in a series victory in England earlier this year while the likes of Ashwell Prince and Hashim Amla have strengthened the batting line-up in recent times. And Smith said: "The guys have developed nicely over the last year and a half and have moved forward. "We have given them every opportunity to prepare properly and they are very excited about what lies ahead. "One of the great things the players have learned over a period of time is how to perform away from home. "Our record speaks for itself in that regard." Australia have recently shown themselves to be vulnerable in the Test arena as they were comprehensively beaten 2-0 by India. Their attack in particular came in for a lot of criticism for repeatedly being unable to knock out the India batting line-up. Although Brett Lee will lead the attack for the Aussies, critics believe it is a far cry from the attack that once boasted Warne and Glenn McGrath. And Smith agrees with the assessment going into the first of three Tests. "The calibre of bowler that was on offer for Australia last time we were here was incredible," he said. "The likes of McGrath, Warne, those are very difficult people to replace. The guys who are coming in have obviously got big boots to fill. "That's a pressure on them more than us. Them trying to step into that limelight is something that might be difficult for them."
